Gasoline expands a lot with heat. If you fill the tank to the top, the fuel absorbs heat from the engine, the air on a hot day, and sunlight and can overflow. Try not to park the bike right after you fill the tank or if you must, try to keep it in the shade and loosen the cap to allow better venting. Suzuki can't make the cap pressure tight or thermal expansion would force fuel down into the carb when it was parked and you would get a crankcase full of gas after a few days.
The noise and vibration from the speedometer doesn't sound good to me. I've never experienced it either on my '87 (bought new) or my wife's '96 (purchased used). I would take it back to the dealer and keep complaining until he either fixed it to your satisfaction or replaced the speedometer, tank, whatever it takes. This bike is still under warrenty and they should be able to make you happy.
If you can't get satisfaction from your dealer, call Suzuki USA (I'm assuming you're in the U.S.) and complain to them. They will probably recommend another certified shop close to you, not necessarily a dealer. It's important to find a mechanic you can trust.
